Understanding the New Incentive Framework: How FAQ 6 Assesses NIF Applications

Before looking at FAQ 6, it is important to first understand the New Incentive Framework, or NIF.

NIF represents Malaysia’s new approach to investment incentives. It was introduced to make the incentive system more targeted, strategic and outcome-based.

In simple terms, Malaysia does not want to grant incentives merely because a company invests. The Government wants to assess whether the investment can deliver measurable results, such as stronger industrial development, improved technology adoption, higher-value jobs and a meaningful contribution to national economic priorities.

That is why NIF is guided by the National Investment Aspirations and the New Industrial Master Plan 2030. The direction is clear: incentives should support projects that bring quality, substance and strategic value to Malaysia.

FAQ 6 explains how a NIF application will be assessed. The process is not simply a matter of submitting a form and waiting for approval.

First, the company must meet the specific pre-qualifiers stated in the guidelines. These can be viewed as the entrance gate. If the company cannot pass this gate, the project may not proceed to the scoring stage.

Once the pre-qualifiers have been met, the eligible activity will be assessed through the NIA Scorecard. This scorecard evaluates whether the investment aligns with Malaysia’s national aspirations. The assessment outcome will determine the quantum of the incentive and the incentive period.

The key message is straightforward: first, pass the eligibility gate; then, undergo assessment through the NIA Scorecard. Ultimately, the level and duration of the incentive will depend on the quality of the project and its measurable outcomes.

NIF is not about preparing an attractive proposal and hoping for the best. It is more like an examination: a project must first qualify for entry before it can be assessed. Without substance, it is unlikely to achieve a strong score; without a strong score, companies should not expect a generous incentive package.

简单来说,政府并不是只看企业有没有进行投资,而是要评估这项投资能否带来可衡量的成果,例如推动产业发展、提升技术应用、创造高价值就业机会,以及对国家经济重点方向作出实际贡献。

因此,NIF 的方向主要配合国家投资愿景(NIA)和《新工业大蓝图2030》(NIMP 2030)。其重点十分明确:税务奖励应当支持真正具备质量、实质内容和战略价值的投资项目。

FAQ 6 所解释的,正是 NIF 申请将如何接受评估。

这个过程并不是“提交表格,然后等待好消息”这么简单。第一步,公司必须先符合指南中所列明的 specific pre-qualifiers,也就是前置资格条件。

这可以理解为项目的入场门槛。如果连这个门槛都无法通过,项目可能还未进入评分阶段,就已经无法继续推进。

当公司符合前置资格条件后,合格的活动才会通过 NIA Scorecard 进行评估。这个计分卡将评估项目是否符合马来西亚的国家投资方向。最终,评估结果将影响企业可获得的奖励幅度及奖励期限。

所以,重点很简单:先通过资格门槛,再接受 NIA Scorecard 评分。最终,奖励的幅度和期限,将取决于项目的质量及其实际可衡量的成果。

NIF 不是把 proposal 写得漂亮,然后希望政府因此批准。它更像是一场考试:项目必须先具备资格进入考场,之后才会接受评分。没有实质内容,就难以取得高分;没有高分,也不应期待获得优厚的奖励配套。
