Malaysia’s New Incentive Framework (NIF) adopts an outcome-based assessment approach.
Manufacturing projects will be evaluated through the National Investment Aspirations (NIA) Scorecard, which assesses their actual contributions to the country’s economic and social development.
One of the assessment areas, Improve Inclusivity, focuses on whether businesses provide people from diverse backgrounds with greater opportunities to participate in the manufacturing sector, acquire skills and advance their careers.
Businesses can demonstrate inclusive outcomes in four key areas:
- Providing internship and apprenticeship opportunities to nurture future talent;
- Hiring fresh graduates with less than three years of full-time work experience;
- Increasing women’s participation in senior management and decision-making positions; and
- Expanding employment opportunities for underrepresented groups and Malaysian employees.
From education and the workplace to management, these efforts aim to build a manufacturing environment that is more diverse, equitable and supportive of career development.

制造业项目将通过国家投资愿景评分卡(National Investment Aspirations Scorecard,NIA Scorecard)进行评估,以衡量投资项目对国家经济与社会发展的实际贡献。
其中,“提升包容性”(Improve Inclusivity)主要关注企业是否为不同背景的人才提供更多参与制造业、学习技能及发展事业的机会。
企业可从以下四个方向展现包容性成果:
- 提供实习与学徒机会,培养未来人才;
- 聘用全职工作经验少于三年的应届毕业生;
- 提高女性在高层管理及决策职位中的参与度;以及
- 增加弱势群体及马来西亚籍员工的就业机会。
从校园、职场到管理层,这些努力旨在打造一个更加多元、公平,并具备更多发展空间的制造业环境。
