Malaysia’s New Incentive Framework (NIF) adopts an outcome-based assessment approach.

Manufacturing projects will be evaluated through the NIA Scorecard (National Investment Aspiration Scorecard), which assesses their contributions to the national economy, industrial upgrading and long-term development.

One of the key areas, Developing New and Existing Industrial Clusters, focuses on fostering closer linkages between businesses, research institutions, intellectual property and targeted industries. This is intended to facilitate the translation of innovation outcomes into manufacturing activities and market applications.
